actually, I did it in photoshop! Sorry!
If it helps, I used the marquee tool (which has a rounded rectangle option)
Otherwise I can make you some to use if you'd like! Hope I help!

Oh yea!
First duplicate the layer
then go to filter>blur>guassian blur (spellinggg hurrr)
then change the layer mode to overlay and change opacity to your liking!
(I also like to experiment here! Soft light gives a very similar, more subtle effect)

How do you do you're outlines? I would like to see that tutorial. By outlines, I mean how do you change the color to make it match or accent the colors of your characters?
